Overnight guests must arrive between 8:00pm to 10:00pm (Doors lock at 10:00pm)

Description
Provides an emergency shelter that opens when a "Code Blue" alert is issued. Code Blue is issued when the forecast temperature, including wind chills, is expected to reach 45 degrees or lower, or a foot or more of snow.
