Any student aged birth to 5 years who is identified as exceptional or thought to be exceptional and is eligible for services and educational programs under the Individuals with Disabilities Education Act.

Description
Administers the special education dispute resolution system in Pennsylvania to include due process, mediation, and IEP facilitation. Creates agreement training and conflict resolution skills training that is also available to families and schools.
