The Nutrient Management Act 38 of 2005 requires all livestock operations exceeding two AEUs/acre to develop, implement, and maintain a nutrient management plan. Plans are written by certified nutrient management specialists who have met the criteria specified under Pennsylvania's Nutrient Management Specialist Certification Program, and are submitted to the conservation district for review and approval if they meet the program requirements. Implemented nutrient management plans can improve water quality, reduce fertilizer costs, improve herd health and provide numerous other operational benefits to the farmer. BMPs may be installed to protect streams and groundwater from manure/fertilizer nutrient contamination. In addition, all producers following the provisions of the law will benefit from limited liability protection offered under the act as well as financial assistance programs provided for plan development and implementation.

Lycoming County Conservation District, under the delegation of the Pennsylvania Department of Environmental Protection, is responsible for reviewing Erosion and Sediment Control Plans and inspecting sites for Chapter 102 compliance. An Erosion and Sediment Control Plan, which meets the requirements of the Chapter 102 regulations must be properly designed, implemented, and available on site for all earth disturbance activities. All construction activities proposing to disturb between one and five acres with point source discharge to surface waters of the Commonwealth, or projects disturbing five or more acres of land must be authorized by a National Pollutant Discharge Elimination System (NPDES) permit.

Protects viable agricultural lands by acquiring agricultural conservation easements which prevent the development or improvement of the land for any purpose other than agricultural production. The program encourages landowners to make a long-term commitment to agriculture by offering them financial incentives and security of land use. It protects normal farming operations from incompatible non-farming uses and from complaints of public nuisance against normal farming operations. Conservation casements in Clinton County protect the agricultural economy and provide compensation to landowners in exchange for their relinquishment of the right to develop their private property. Offers 1,000 plus acre preserve containing a 150-acre wetland and a relict boreal bog. The Nature Conservancy manages the preserve with the volunteer assistance of a local Stewardship Committee and the Kettle Creek Environmental Education Center. The North Wood Trail and the Fern ridge Trail in the upland woods are open to the public for self-guided walks. Because of its fragile nature, the bog can only be visited during regularly scheduled walks conducted by the Kettle Creek Environmental Education Center. Please note that pets are not allowed on bog trails.
