Administers the Mifflin County Subdivision and Land Development Ordinance, Community Development Block Grant (CDBG) program, and Housing Rehabilitation program. Maintains the Mifflin County Comprehensive Plan and coordinates with other agencies in the areas of transportation, housing, economic development, solid waste, and tourism.

Serves as the Franklin County Archives, dedicated to safeguarding and preserving its history and heritage as well as providing the public with access to the documents and records pertaining to the history, administration, and operation of the County.

Manages the jury system, arbitration system, publishes the annual court calendar; prepares civil and criminal trial list, prepares the budgets for the courts and district justices; annual statistical reports for the court; supervises the district justice court.

Promotes awareness and understanding of the County of Bucks by providing clear, timely and accurate information about its policies, programs and other activities to county residents, employees and visitors. Also provides information on special projects and events and crisis communications.

The Human Resources Department provides a variety of services, both to job-seekers as well as current and past employees. These functions include recruitment, labor relations, benefits administration, workers compensation and risk management, as well as leadership and guidance in the development, implementation, and equitable administration of policies and procedures. Collects all delinquent real estate taxes on behalf of Chester County.

Provides government services including emergency services, aging services, adult and family services, permits, human services, and election services.

Registers voters and manages elections for York County. Handles requests, such as: Handing in Mail-In and Absentee Ballots, Updating your registration, Applying for a ballot, and Handing in campaign finance. All new voter registrations and changes of address, name, or party affiliation must be recorded and maintained.

Provides flood protection, reservoir water supplies, water science, and information and planning to the citizens of Chester County in an effort to sustain the natural quality, quantity, and biodiversity of the County's water resources. Programs include flood protection, storm and water quality improvement, sustainable water resources management, and water information and outreach. This service does not supply water.

The County acts as an agent of the Commonwealth for those functions which are specified by State law. To carry out those functions, three County Commissioners are elected every four years.
